Carol,
It is no rumor. It is common knowledge in Washington in both parties and all over the city. Just do some basic reading It has been written about by many who know them both and know what goes on with politics. Bush is strongly advised to do what Cheney and other allied neo-cons think best. I seriously doubt if ANY of the moves he has made originated with him.
Bush was only chosen to run because of his father's name and was considered electable by the Republican party. Cheney had always played from behind the scenes and was not enough of a public name though he has always had influence in the party behind other Republican admins.
